Transformação Digital

A transformação digital é uma mudança estrutural e cultural, que utiliza a tecnologia como meio para redesenhar os serviços públicos, otimizar a atuação da administração pública, tornando-a mais eficiente e eficaz, tendo o cidadão como ponto central de todo o processo de mudança.

Uma vez que a transformação digital de serviços públicos ultrapassa a digitalização de processos, faz-se necessário romper com o modelo tradicional de atendimento, objetivando oferecer um atendimento mais integrado e acessível.

Isso requer o redesenho de processos internos, a capacitação de servidores em novas ferramentas digitais e a utilização inteligente de dados para a tomada de decisões e a formulação de políticas públicas mais eficazes.

Objetivo

Construir um governo mais ágil, transparente, eficiente e que responda de forma rápida e proativa às necessidades dos cidadãos, tendo como principais pilares:

Cidadão no centro: Toda iniciativa de transformação digital deve ter como ponto de partida e objetivo final a melhoria da experiência do cidadão. Isso significa simplificar jornadas e oferecer serviços que sejam acessíveis a todos, independentemente de sua localização, condição social, nível de escolaridade ou de familiaridade com a tecnologia.
Transparência: Ao digitalizar informações e processos, tornamos a administração pública mais transparente. Além disso, as plataformas digitais podem ser utilizadas para aumentar a participação cidadã na formulação e avaliação de políticas públicas.
Tecnologia como meio de facilitação: A utilização de ferramentas como inteligência artificial, automação e plataformas de serviços digitais são meios facilitadores dessa transformação, já que permitem a integração de sistemas, a automação de tarefas repetitivas e a oferta de serviços online 24 horas por dia, 7 dias por semana.
Governo orientado por dados: Coletar, analisar e utilizar dados de maneira estratégica para entender as demandas da população, monitorar a qualidade dos serviços prestados e embasar decisões em evidências concretas permitindo a personalização de serviços e, consequentemente, maior eficiência na alocação de recursos públicos.
