Sistema de Segurança Municipal é regulamentado no Rio

O SSM tem como principal objetivo coordenar a Política Municipal de Segurança Pública

A Prefeitura do Rio regulamentou oficialmente o Sistema de Segurança Municipal (SSM), definindo as normas gerais para a organização, o funcionamento e a articulação entre os órgãos envolvidos. O SSM tem como principal objetivo coordenar a Política Municipal de Segurança Pública, promovendo a integração das ações municipais voltadas à segurança e criando estratégias mais eficazes para o combate à violência nas ruas da cidade. O SSM buscará orientar a formulação de políticas públicas baseadas em dados e evidências para ampliar a efetividade das ações de prevenção e redução da violência, ao mesmo tempo em que serão criadas novas abordagens integradas entre os órgãos municipais.

O Sistema será vinculado diretamente ao Gabinete do Prefeito e terá um Secretário-Geral responsável pela coordenação de todas as ações relacionadas à segurança pública na cidade. Ele terá a função de organizar reuniões periódicas, elaborar relatórios de desempenho e acompanhar os indicadores da área. Além disso, também será incumbido de promover boas práticas e difundir ações bem-sucedidas no campo da segurança pública.

Fazem parte do Sistema de Segurança Municipal o Gabinete do Prefeito, a Casa Civil, a Secretaria Municipal de Ordem Pública (SEOP), a Guarda Municipal, a Divisão de Elite da GM-Rio – Força Municipal e a Central de Inteligência, Vigilância e Tecnologia de Apoio à Segurança Pública (CIVITAS).

O modelo do SSM é sustentado por três pilares principais, que guiarão a sua execução: CompStat Municipal, Política Municipal de Segurança Pública e Política de Governança de Informação.

O CompStat Municipal é um instrumento de gestão estratégica e operacional, baseado na análise de dados e indicadores de segurança. O modelo é inspirado no sistema de gerenciamento policial da Polícia de Nova Iorque e visa a otimizar as ações de segurança por meio de reuniões periódicas entre as autoridades municipais, sob a liderança do Prefeito do Rio. Nessas reuniões, serão analisados dados, definidas prioridades e formuladas novas estratégias de atuação.
